The United States government annually spends trillions of dollars on every product and service imaginable. The government requires a portion of the total federal budget ($2.57 trillion in 2006) to be set-aside as an annual spending requirement through contracts with minority-owned small businesses that participate in the 8(a) Business Development Program of the Small Business Administration.
